This unique super sledge has one legendary effect: 90% reduced weight. It also comes with a unique default mod called Heavy Rocket, which is not found anywhere else in the game for this weapon type, which makes it impossible to get that mod back if it is removed.
It is given as a reward for completing the quest Mayor for a Day in the Watoga area. This quest can only be done once, with the highest leveled version of All Rise only being available once the player is over level 50.

The heavy rocket mod on this weapon is actually the sledgehammer mod just applied manually through a script.
The "All Rise Custom Mod" forces the name of the weapon to always be "All Rise" regardless of what mods or legendary effects are on it.
Behind the scenes[]
"All rise" is the command issued by a bailiff to those seated in a government chamber when a dignitary such as a judge, mayor or parliament member enters.
