During the main quest Welcome to the Big Empty, Doctor Klein will hand over the personality chip for the Sink Central Intelligence Unit and mention there were many more created in the past, triggering this quest. Once that quest ends, one can immediately return inside the Sink. The objective points to the circular map structure in the middle, which must be interacted with to reactivate the SCIU.
Once reactivated, the artificial personality will welcome its new master and elaborate on its function as a merchant and the heart of the Sink's appliance suite. The latter topic reveals that there were multiple other appliances present that were created by Doctor Mobius, but the loss of their own personality chips renders them useless. The SCIU may advise against reactivating them, but the choice is moot without recovering their personality chips scattered around Big MT's various facilities.
Completing this quest requires locating the holotapes containing the personality chips of the remaining 9 utility devices in the Sink. These may be found in any order while optionally doing other quests around Big MT, but the quest's objectives to find them are listed in different sets, requiring finding each of the currently listed before the next one will appear; if the next set's contents are found before completing the previous one, it will be skipped to the next available.
If so desired, one can ask the SCIU to shut down the personality modules of reactivated appliances, retaining access to their unique function(s) without needing to interact with them in dialogue.
Once all of the utilities have been restored, the quest completes and Influencing People will start, sending the Courier to track down additional holotapes that can upgrade the appliances and unlock extra functions for each. Reactivating all of the Sink appliances will also affect the ending of the Old World Blues add-on and unlock the Making Friendsachievement/trophy.

Sink - The holotape is located in the magnetohydraulics complex inside the smallest building, on a desk against the back wall with a ruined terminal. Roboscorpions will spawn outside the complex after it is retrieved.

Once installed (and one refrains from having the SCIU turn them off), many of the automated personalities will speak at random whenever entering the Sink. For instance, the Auto-Doc sometimes talks in his "sleep," and Muggy complains about a song he hates singing.
All of the automated personalities' locations within the Sink have a white hexagon painted on the floor in front of them. Muggy, the mini Securitron in the master bedroom, is the only one who moves from his original position and wanders around the rooms of the Sink.

PCPlaystation 3Xbox 360 Sometimes, after collecting the holotape in the X-22 Botanical Garden, the quest marker will remain on the Y-17 Medical Facility. It will only disappear upon completion of the quest. [verified]
PCPlaystation 3Xbox 360 It is possible that after recovering all of the modules, the game does not recognize all of them, and the quest will not progress. To fix this bug in the console, type completequest xx0112E3 or install them only when the quest tells you to install them. [verified]
PC Sometimes, if the player collects upgrades early in the quest it will be stuck pointing to that part of quest where one has already taken it even though it has been picked it up already. [verified]
