Detailed walkthrough[]
The quest is started by entering the REPCONN headquarters west-northwest of the 188 Trading Post. The building has three levels and one will be accosted by a Mister Handy called a "mobile facial recognition scanner" that will sound the alarm after 30 seconds if they detect an intruder, turning all robots in the building hostile and releasing several sentry bots on the third floor in particular if one cannot pass a 7 Luck attribute check.
To prevent the robots getting violent, one must obtain security clearance for each level of the HQ building: the first floor requires obtaining Jenny Millet's security keycard at the end of the REPCONN tour given by the tour guide robot during the unmarked quest Honorary Rocketeer and then using it to access the first computer on the left of the Average-locked door found to the right from the entrance. On the second floor, obtaining a second floor security card is done by locating the room containing one working terminal out of four, with the badge leaning up against one of the broken ones. A third floor security card can be obtained one of two ways, either hacking the Hard-locked terminal in the same room as the second-floor badge to print one or locating Piers Isley's briefcase on the third floor which contains a second copy along with Pre-War money.
Once obtaining all three keycards, return to the first floor and use the third floor security keycard to bypass the Very Hard-level lock on the terminal; one can also bypass the entire scavenger hunt for keycards by picking the Very Hard-level lock on the door, or use an alternative entrance via a Hard-locked door marked as "Door to REPCONN Office Main Floor" on the second floor. Inside the previously sealed room, along with a corner safe and a heap of microfusion cells, the primary loot is the unique plasma rifle, the Q-35 matter modulator found near a disabled storage pod. Pick it up and leave the building, completing the quest.
Notes[]
The robots outside the facility and the tour guide robot will still be activated after deactivating the robots in the terminal.
Bugs[]
If one hacks the computer to create a third-floor keycard or loot the copy in the briefcase, the security robots will not recognize the player character as a verified employee on the third floor if one cannot pass the 7 Luck check.[verified]

The quest name is a play on the name of the Axis Powers, also known as the Rome–Berlin–Tokyo Axis, the military coalition consisting of Nazi Germany, Fascist Italy and Imperial Japan that formed during World War II in opposition to the Allies, formally known as the United Nations where it was lead by the "Big Four" of the United States of America, United Kingdom, Soviet Russia, and China, and supported by numerous smaller nations.
