Freedom Street station is part of the Metro system under the Capital Wasteland. This part is very dark, full of Feral Ghouls and radioactive waste, and many stairs make it a veritable labyrinth. There is a Scavenger merchant very close to the exit to Metro Central. A copy of Tumblers Today is placed on the illuminated desk in the merchant's alcove. You will have to steal it.
