I need to know, if a player sells 2 caravans and the other player sells 1 across from the 1st players unsold caravan does the 1st player win? If so what platform did you see this take place (xbox, playstation, pc)?

I’ve been playing caravan trying to learn the exact rules and I found something odd.
If a player has sold 2 caravans, and the other player then sells a caravan that IS NOT directly across from one of the sold caravans then the player who has sold 2 caravans wins.
Does this appear on all versions? Is it bug? Or is it an actual rule?
