I'm not entirely sure what you guys mean. New Vegas on PC was always way buggier in my experience than it was on console. I had to deal with issues like audio disappearing, save files vanishing, infinite loading screens, etc. until I downloaded multiple stability/fix mods and patches (and I still have to do this every time I create a new installation). In contrast, the worst thing I had to deal with on PS3, supposedly the buggiest least stable of the two console ports, was save bloat.
I got an Xbox recently to play vanilla Fallout 3 and New Vegas, and I literally can't save my game because of an ongoing Xbox Live issue that won't let me download a 360 profile.

Yes, a garden and some pens would make sense.
The idea is that there's a hidden pre-war Enclave survival bunker beneath the ranch, which serves as a cover story to protect the secret of the bunker's existence (and as a temporary refuge in case the bunker becomes uninhabitable). Nobody has moved into the farm because the Enclave survivors would send robot units up to the surface to patrol the area to ward off unwelcome visitors and to scout the surrounding area.
I think that adding some skeletons, along with a recently deceased Legion scout, would be a nice detail to further explain why nobody has claimed the area (because they all got killed by the patrolling Mr. Gutsy).
It's still in early development, so that's why it feels so barren.

I created the costume from scratch using leftover legacy assets.
I saved my mod in the middle of working on it and later on I loaded it as a master file to continue working on it, however, when I save it as a new plugin, it's dependent on the old one and I don't want that. If I try to overwrite the old plugin, it tells me that I can't since it's in use. What do I do?
I'm getting into New Vegas modding and thought it'd be cool to make a series of quest mods that let you go on expeditions to past Fallout 1 and 2 locations, like the Glow, Necropolis, Sierra Army Depot, etc.
I'm not exactly sure what the themes and plot could be since I just came up with this idea, but the goal of the Necropolis expedition could be resettling the city. You could allow it to fall into the hands of various different factions who all want the city for different reasons.
Maybe the NCR wants to take the city back from the dead and establish it as a new territory, but with some hidden twist.
Maybe the Brotherhood wants to use the ruins as a low-profile stronghold out of which to raid outlying Republic outposts and settlements.
Maybe you could help it become an independent settlement for drifters, caravans, and outcasts, who could be the faction you initially embark towards Necropolis with as a contracted mercenary.
Maybe the ghouls and mutants of the wasteland, partially made up of Unity veterans and original Vault 12 ghouls, want to reclaim the city as a sanctuary from the bigoted humans, restoring it to its former status as an isolated city of death and irradiated monsters where only the foolish would dare to venture.
Of course, this sounds dangerously close to the idea of New Vegas itself, so maybe the expedition is a contracted salvage and reconnaissance mission, which is probably what expeditions to the Glow and SAD would amount to (in part at least) as well.

You can exploit the Skilled trait by removing it once you leave Goodsprings and get the popup to reconfigure your character, since the extra skill points will still be there without any of the disadvantages or taking up a trait slot. I used to do this when I played on PS3 until I switched to PC, where it's essentially mandatory to install bug fix mods if you're playing on modern hardware and aren't a masochist.
