This may be kind of a long shot. It requires both a familiarity with a minor character from a 16 year old game, as well as love for a TV show that no one ever admits to loving.
That being said, the similarities are too numerous to ignore. First off, he’s a slacker whose name follows the same syllable and grammar template. 1 2’er. Ted Strayer? Jeff Fischer? Maybe that’s not enough.
His demeanor is casual to the point of a fault. He likes chems. He lives a commutable distance from the Pentagon. He’s illiterate and the only way to fix that is to motivate someone else to do all of the work. His father, who he barely knew, is a criminal with questionable morals. Hell, his father’s name is even Jeff.
To me, it is obvious that someone in the writer’s room was a diehard fan who needed to see NOVA’s (northern Virginia, for any outsiders) favorite animated family represented in the biggest game to ever be set in the region.
