Independent 99% of the time. You have a choice between Disney (House), cheap and much worse Rome, and Politicians (NCR). None of them sound like a decent option. I would side with Raiders before these people.

Not using Power Armor without training is a gameplay mechanic. You can see how useless Maximus is with the Power Armor because he did not have the training, The Ghoul even mentioned it.

@Someguy12334 The Minutemen lacks a single interesting character, they are the most boring faction since the 1st Fallout, to top it off, their "leader" is the most annoying companion in all games.
Now, lore-wise, I have nothing against defending the weak, but that's how everything starts. You defend the weak, then those weak people end up in power and we get the politicians we have today, weak, rich people, ruling over the strong. Sending people to wars they would never dare fight themselves.
It's a big jump, I know, but in a Universe like Fallout, it's survival of the fittest. Can't protect yourself? hire people that can. Don't have the caps? well, you better start training then.
Ghoul Cooper Howard was selling people to be harvested... he was pretty much a slaver in the show, selling people in exchange for that drug Ghouls use to avoid going feral. If you mean "good" as in "they are incredible characters", then yes, I agree that The Ghoul is great. If you mean "good" as in "they are good people", then you are pretty far off.

I found Maximus extremely annoying and even pathetic, how is it that a grown a$$ man does not know about sex? It's pretty much instinct. Were it not that I did not want to miss anything important, I would have fast-forwarded every scene with Maximus in it.
Moldaver trying to act like she's right despite having massacred a bunch of naïve, innocent Vault-Dwellers. Just admit that you are evil, embrace it. Don't be a hypocrite.
No Raiders after the Vault raid. Lucy walked around and did not encounter one Raider group... not even one.
No slave collars, with the NCR weakened, the slavers should be coming back out to play.
I should add that I loved the show despite these.

I played it about 2 years after it came out and it was impressive at the time. Now, with how much the technology has advanced, I find it a bit hard to play a game with those graphics.
I think something like Starfield is perfect, it's not so good that it takes all the budget but still good enough to feel a bit realistic.
The graphics are a bit outdated but the game is great.
Lore-wise, the Enclave.
Maxson is a lineage, the man from FO4 is a descendant of that lineage.
I would say FO3 but it has outdated graphics so go with FO4 unless you don't mind the graphics, if so then go with FO3, then New Vegas and lastly FO4. Not a fan of 76 but if you like online games then go for it.
As much as I like Take me Home, Country Roads, that's the only thing I remember from 76 so I will go with FO4
