Here's a bit of an idea that I thought would make a good faction in FO5 if it was set in the Seattle-Tacoma area. The Socialist Republic of Tacoma is essentially, like it says- a socialist republic located in Tacoma, and also occupies southern Seattle and Olympia. It also has- TRAINS!
This is not a full expression by any means, and I will build upon it further as time goes by.
Formation:
Essentially, Tacoma was home to lots of Socialists. When the Sino-American War began, they decided to stay in a bunker below their HQ when nuclear war breaks out. In 2077, when it broke out, they did just that, and went to the bunker. They survived in cramped conditions with limited food and water supplies, fighting off scavengers until they got out on 2079. They recruited some more members and turned into a nomadic rag-tag group hanging around the area.
In 2080, their leader, William Evelyn found this fort called Fort Ulysses. It had a lot of good weapons and ammo and was better than the bunker, so they called it home. They renamed it "New Tacoma" and established the Socialist Republic of Tacoma, which consisted of only the fort and a few surrounding areas. And this is where the story really begins.
Before the Brotherhood came
Gradually, they became quite rich due to them selling loads of food and brahmin to the faraway towns of Tipperary and Bainbridge. Caravans selling water and brahmin meat traversed around the Sound. They fought off numerous raiders and a cult group called the Children of Sennar (similar to the Children of the Cathedral minus the super mutants). They formed an army and expanded into the outer regions, developing advanced technology like white phosphorous and laser-assault rifles with the dwellers of Vault 69. They grew so fast they even had a fully-operational railroad by 2144! Then, on 2174, something happened that would forever change the face of the Sound: the Brotherhood came.
After the Brotherhood came and since
On 2 January 2174, a huge squadron of vertibirds owned by the Brotherhood of Steel landed on Whidbey Island. For the SRT, this was at first, nothing. But when the Brotherhood soon learned of the technological wealth they had, they invaded and attacked from the north, headed by Elder Jennifer Rosenbaum (she was also in Fallout 1). They succeeded at first, but were repulsed back simply due to larger manpower on the SRT's side. The General-Secretary, Andrew Barkoff, soon realised that it wasn't worth it, and soon signed a peace treaty with them in 2175. It wasn't to last.
On June 2198, the new General-Secretary, Eli Wong, was a bit paranoid of a possible Brotherhood attack on the SRT. Although there was not much development apart from a few skirmishes, Wong was still distrustful of the Brotherhood. So, when he heard of a Brotherhood patrol found lurking too close to their borders, he used it as justification for another attack, and so began the Second Brotherhood-SRT War. As of 2203, it is still ongoing, and is mostly a stalemate.

Some other facts about the SRT:
They think that power armor is a thing belonging to the imperialist bourgeoisie, and as such they never use it.
White phosphorous existed before the Great War, they just rediscovered it.
They have both passenger and cargo rail.
