He did talk with me on all three occasions but will not initiate the final dialogue

I talked all three people (Loyal,Anderson,Sterling) but Raul will not talk to me to initiate the last part of his quest. He just keeps quiet.

I tried the setstage command but set "000e61a5" followed by either RepairTrack, GunSlingerTrack and MetPersonXYZ is not recognised by the console

Also the startconversation command also doesnt work? How does it work?

Can anyone help me with the right console commands?
