Relay grenades would definitely keep things interesting, but I've never tried it.

Does the witch-king of Angmar count as a melee based character with a glowing sword? If so, he's got my vote.

There is a scene in the TV show where they polish that particular part of their power armor.

Also in the first two fallouts you can target the groin specifically and it doesn't seem to bypass their armor.
