There are three known special forces groups mentioned: 1st Recon, an elite sniper unit which is still is still a part of the NCR Army proper, the Rangers, which while part of the army have a separate command structure, and the heavy troopers, which are a unit which serve under General Oliver specifically.
Vetaran Rangers and simply even better Rangers, not some separate force.
