As said above, there's a level requirement. Basic ones start at 25 I believe (Miner Miracles set, raider set, etc).
The chinese Assault rifle will likely be added at some point in the future. It's already been mentioned formally in the game (the terminals in the intelligence base make reference to it), so I think they'll make an appearance in one of the updates. (Maybe not immediately, but at some point).
Remember too, that they're deliberately playing a long game with content.
Add content over time to keep things fresh and interesting. (It's how their other franchises' MMO, ESO, is still running after a couple of years).
Yeah, unfortunately, its a bit troublesome to start with.
The folks who are adding the damages for weapons etc, are doing so so much that they aren't super-high-level just yet. (Not YET).
I'm still only just level 25, because Im adding literally every trivial point I can see about ... everything as I go.
Easy way to resolve that -dont get out of it til you're nowhere near others or at your campsite/workshop (cos then you can inventory it).
That said- I scrapped the two I found as I'm not level 25 yet and this cant modify them yet, just use them as a bullet soak.
The one at Monongah power station keeps spawning, but I am not sure of how often it does so. (Probably every time the event cycles at a guess)
I think you need a skill of 1 in lockpocking to get in.
