I am building my character off of the concept of Raul Tejada if he was in Army of T.W.O. It's a wild idea but I feel like it can work.
I have a basic idea of the equipment I will use, but the perk system. How tf does it work? I get that there's cards and if you have duplicates you can combine them for a higher level card. But how do I build up my SPECIAL?
The wiki page on here is kinda confusing for me.
If you apply weapon mods to a weapon you can’t unequip it, if you have mods on a weapon and get the same weapon you need to buy the mods again (learned that the hard way playing OWB on launch day in 2011) and finally Raul can’t fix anything while he’s your companion……also he still charges caps when he does fix something.
