It really depends on your build. It seems like it favors energy weapons more than ballistic weapons. This is why you should specialize unless you prefer to play casually.
In general, though, most mid-high tier ballistic weapons in Fallout games outclass laser weapons specifically, with only gatling lasers providing any competition. But again, this does depend on your build.
