I see them like this: ghouls and humans: equal importance. a ghoul is quite literally just a diferent looking radioactive human.

As long as a Ghoul and a Super Mutant still has their "imagebearer" intact, they are to be protected. But, they do need monitoring. It isn't beneficial to their own self nor anyone around them, for them to "lose" themselves.

A Ghoul has the capacity to keep their "imagebearer" status better than a Super Mutant can. Ghouls are infertile. Ghouls "reproducing" is a normal human person taking immense amounts of radiation that doesn't "kill" them. This, and that they can become feral, is what drops them down a tier below humans. And yes, this statement and my paragraph below are paradoxical from my first paragraph. Paradoxes can be true though.

SM can't reproduce. SM's "reproducing" is humans being infected by the FEV. A human infected by the FEV is a more volatile being than a human who has been "ghoulified" by immense amounts of radiation. That is why SM's are a tier below Ghouls.

Both outcomes are death to humanity and both Feral Ghouls and 99% of Super Mutants are threats to humanity.
