The Legion armies would be slaughtered within a few weeks if we’re talking about the Midwestern Brotherhood right after they’ve vanquished the Calculator and taken over the Vault. Even if we gave the Legion very generous numbers it wouldn’t mean much.

I doubt there waves of slave soldiers can do enough. The NCR felt like they could make more munitions, vehicles, and artillery. The Legion barely feels like they understand how disinfecting a wound is not chems unless it is stated by a higher authority.
