I agree. Technology getting out of hand is what led to the Great War in the first place, and some of the most technologically advanced factions are also the most evil, like the Enclave, Institute and Big MT. I like the post-post-apocalyptic factions like the NCR who brought relative safety and stability to the wasteland and can now focus on rediscovering culture.

I think tradition and music and art is more interesting than cars or TV or improvised explosives.

Culture but the technology and culture influence each other so it depends on which comes first. I would say culture first, technology later, but even so technology guided by culture can still change that culture as new ways to use it are discovered.

Culture and technology intertwine a lot. And to me they are both essential to groups. And I really can't decide which one I favor learning about. I guess I see them so intertwined I don't separate them like that.

But to answer the question to the best of my capabilities, I think the culture is more important to rebuild. But without rebuilding technology some, you won't rebuild the culture as well as it was either. In any post apocalypse the culture tends to be violent though and fixing that should be priority. But maybe technology assists with that culture change.
