Probably, real life armour does.

I think it does, the groin is a weak spot in any armor (and any human) so it makes sense to add some extra protection there.

There is a scene in the TV show where they polish that particular part of their power armor.

Also in the first two fallouts you can target the groin specifically and it doesn't seem to bypass their armor.

Also, we know from dialogue in one of the early games that power armor recycles urine into drinkable water, allowing soldiers to remain in the armor for days. It'd be pretty short-sighted to put in the plumbing for that, and not armor what it's attached to.
