^^But there are multiple perks between those games that were bugged to not work or functioned in such a way that you couldn't actually get what you wanted without being very particular during level up?
They were great mechanics, but saying they had no flaws is an exaggeration.
I'd be willing to bet that if F4 had debuted the exact same system it has now, but displayed perks the same way you saw them in prior games, significantly less people would care about them. We saw the same happen when dialogue box mods came out and the arguments over Nate/Nora's writing died down.
F4's perk system is dumbed down but it allows players to go in any direction they'd like for building their character, and doesn't penalize heavily if you choose to go down a different route later on. 76 though, yeah, I just don't like it. Neat idea but in practice the trading cards thing does not work good. Which is ironic because it allows even more freedom than any of the other games' perk mechanics.
