Because he sees synths as abominations to mankind and abuses of technology that must be destroyed when that doesn't even make any sense. Basically he's just an asshole who apparently took none of the morals he learned from Sentinel Lyons and Elder Lyons to heart.

I like to hope there's heart in him, but if he actually tried to back himself up with reasoning he'd honestly sound par with the Enclave. I think there's something about the Westcoast Elders worshiping him as some sort of messiah of the Brotherhood but he states he doesn't accept nor appreciate those views. Though ironically, he leads the Brotherhood through holy crusades to eradicate almost anything that's not themselves, pushing a supremacist agenda. Correct me if I'm wrong but perhaps it's because he takes to the Codex too literally? Having memorized it as a child maybe he thought he had to follow in his family's footsteps and hold himself up to the same expectations of Roger?

Arthur sees the institute in the same way the brotherhood sees the scientists at mariposa. Yes they can use their knowledge for good but their sins are too great to overlook.

For synths he sees them not only as abominations but also as the biggest threat to humanity since the atomic bomb. This is for a very simple reason that is actually in line with most scientists (not tech bros who want to automate everything) and that is AI will inevitably try to kill everyone either because A they will see themselves as superior and us as something stealing resources from them or B. Whatever reason a human would have to kill.

There’s nothing guaranteeing that a couple of coursers wouldn’t secretly remove their deactivation codes and kill all the scientists in the future before unleashing horrors that have never been seen. But for the brotherhood they see what the institute has done to the commonwealth and that was nothing but torment and unleashing suffering while making everyone paranoid about everything and everyone around them. The institute has done so much damage that to the brotherhood all that tech is covered in the blood of thousands possibly even millions of innocents as far as they are concerned. They have two goals, to preserve technology and to one day help the waistband return to how things used to be and one thing that requires is people being held accountable and the institute has a lot of crimes they have to answer for
