Vault 69. Vault 76. Vault 81. Vault 88 (mine).

Depends on timing. You could cruise through a bunch of the experiment Vaults early on and live fine, or be in a control Vault near its destruction.

Vault 8 is a very safe bet though, so long as you're an actual citizen.

Does Vault City count?

^ Vault City was founded by the people from Vault 8. So imo that counts.

I'd like to live in Vault 81.

Vault 34. Could put on a ghoul mask and have a steady supply of Rad-X and Rad-Away to live amongst and study the ghouls. Would be pretty cool.
