Should do 3 first if you can, theres a few characters in 3 that you meet again in 4, three of them i think
Out of these two, I would start with Fallout 4.
Fallout 4 isn’t even my favorite game in the series, but it was honestly a great entry point to this series and RPGs as a whole, I have this game to think for my love of RPGs
Fallout new Vegas was my starter, I thought it was amazing
