I could see putting wooden "shoes" on the metal hubs, to approximate the size of the original tire, but that's going to take skilled crafting... and I'm not sure it's worth the effort.

Er, no, what they did in the Wild West was build wooden wagons / carts on wooden spoke wheels with wooden rims. Metal car bodies are going to be heavier, and the rims are not suitable for building a spoke wheel around.

Possible, hey if they can get fusion going, anything is pretty much possible
Not to be that gal, but more impressive to me than fusion per se by 2077, is containing it in soda-can sized bottles. Of course, we have clues that the so-called "Fusion Cores" aren't actually any such thing, and "Fusion Cells" are actually just incredibly power-dense batteries, so....
