The Glowing Sea quest

What would it take to make a character that can walk across the Glowing Sea without the use of power armor and hazmat suits? What I mean is full armor weapons and gear and refreshing beverages are allowed. What level do you think you can handle this quest.

20-25+ depending on your difficulty setting and if your running a sneak build or not.

Also can you use rad-x and radiation resistance perk and lead armour mods for armour?

There are some other ways to increase radiation resistance as Paladin mentioned, but you won't get near the same amount of protection as power armor or a hazmat suit. You'll need to use a lot of Rad-X and RadAway, or Mysterious Serum if you've done the Cabot questline.

Isn't there a perk which turns rads benevolent? Ah, yes... Ghoulish. Endurance perk, requires END 9. So, if you set your SPECIAL up right at the start of the game, you could do it at a relatively low level.
