I’ve never seen it with my own eyes but I’ve heard that sometimes a male dog will mount another male dog to show dominance or some shit. Maybe the raider witnessed that and thought his dog was being gay.
I’ve also seen a couple dogs hump their toys, my grandma had a Pomeranian that would occasionally randomly start humping on some random toy, weirdest thing ever.
Oh it's not for dominace, Male dogs will be like "Arooooooo cmere boi" And make the saxophone soundtrack start kicking in

Most dogs (male & female) will lick any part of themselves that they can reach. So, yes, it's perfectly normal to spot a dog (or cat) licking their personal spots. It's also possible for both male and female dogs to mount others - dogs, pillows, people, whatever. It could be for dominance, overexcitement, an attempt at play, or possibly a medical issue.
As for the raiders - half the time (or more) they're strung up on jet, psycho, or some other 'chem'. Who knows what they're seeing, or how much functional IQ they have left to process it?

I am surprised the raider even knows what gay even is. OR! Or...He could mean he thinks his dog is "happy" after learning it from a dictionary book he/she found one day and said, "I think my dog is gay" as a way to make himself/herself sound more intelligent. Did we ever think about that? A happy dog is a better dog.

My initial thoughts when I first saw it was that it was a reference to one of the first episodes of South Park, which has been referenced quite a few times across the earlier games. Though it could also just be the general "___ is gay" jokes that were oh-so-popular around the time it released
