You can still lose, it should just be harder to do so. But because there is a fair bit of player input for blackjack, you can force fail before or regardless of luck. If you were playing to win and have a decent understanding of the rules, though, then it must just be you (the player) having much worse luck than your character.

If you don’t know the rules for Blackjack. Don’t go higher than 21, don’t go lower than the Dealer. And If the Dealer and you have the same hand you’ll get your chips back.

It is still gambling, and the games are always slightly biased towards the house. But with Luck above 7, on average you should win more caps than you lose if you're playing right.
