The Overseer talks about how strict the population for the Vault had to be when taking in only enough room for the "best and brightest", literally choosing between being control of another Vault where she could bring her fiancé with her, or she could control Vault 76, leaving her fiancé to meet his fate alone, since he was not good enough. That same b&b is how the overseer refers to the population through her holotapes scattered around the wasteland, as well. Among the only "interactions" the player can have prior to Wastelanders introducing living human NPCs, complete with dialogue boxes, was a single quiz given by Modus, where you selected a prewar occupation. Obviously, that could have been bullshit, but it was the only thing the player had to go on at the time to establish a background, and much like the Overseer's dialogue, presupposed the player character was a pre-war adult.
The Valdez dialogue is the first time we get the chance to say otherwise, taking it from being a headcanon possibility, into being something which is substantiated by lore.
^This is untrue. The Overseer's terminal includes a log on Reclamation Day that states a previous exciting occasion was the birth of the Vault's first child. This is in the vanilla game.
So pre-Valdez conversation there was evidence that any particular Resident may have been born within the Vault.

The Valdez conversation only marks the first time we, as the character, are able to suggest we could have been that child, instead of being referred to as the b&b or choosing prewar occupations. So children were confirmed to exist, and with Valdez, we can lean into being one of the children.
From what it sounds like through her description in the highschool he was a gigachad, going to see her after his shift to talk after her mom died. And according to the description of his arms he was fairly strong too.
IMO that's enough reason to put him in the vault because while it isn't confirmed he's the brightest, he's the best physically and emotionally

Vow of celebracy, laws that only one child can be birthed. Laws, codes, rules, religion say no sex outside of marriage? All that goes out the window when folks get horny
It does, though the result is not always heart warming to see. As much as I would see folks boning down, I would just as equally believe Vault Tec is more than willing to employ population controls with direct and indirect effects which make China’s One Child polices seem like a Sunday stroll.
Some Vaults had assigned partners to ensure genetic diversity for as many generations as possible, so I wouldn't be surprised if they also dictated how many children you are allowed to have and when.
Because no one has ever cheated before. Or got knocked up when they didn’t want to or expect to, eh
I wouldn’t be surprised if Vault Tec had some system where they controlled breeding by putting sterility-causing drugs into the food and water supply at certain times to control breeding, or gave them directly to certain dwellers to control when they bred.
Depends on the experiment. We see no evidence of this in any of the habitable vaults encountered in any game
