Tops, followed by the Atomic Wrangler.
The Tops has a friendly staff, with only Benny and his immediate guards being the troublemakers, and even then, they have no quarrel with the average guest. There's no grand scheme to violently take the Strip or a secret cabal out to savor the flavor of human flesh. The floor is clean and well lit, the suites are nice enough, the staff is friendly, and there's some entertainment on site. You could actually stay at this casino overnight and never feel as if immediate danger was looming over you.
The Atomic Wrangler is everything the Tops is, but just a peg down. Even if it sits in Freeside, I would rather spend the night there than the Ultra-Luxe, and I would much rather give my hard earned caps to the Garretts than the Omertas.
Gomorrah is a glorified chem den, which I am sure is a great time if you are looking for a whore house and not a casino, but it's crew are also planning to violently hand the Strip over to the Legion and have employed a serial killer along the way. A take over that should not be a surprise to anyone, considering what is ostensibly a customer service based establishment is run by some of the least polite and unwelcoming people this side of the civilized wasteland.
The Ultra-Luxe casino floor and amenities are, theoretically the best in town, and if you are only really interested in a bit of day gambling, might actually be a great choice, at least so long as you stay in the main lobby, way from shadows, and do not trust any drinks from strangers (including the bartenders). Even if you are unaware of the cannibal past of the White Glove Society, its masked members are still a bit unnerving, but overall an improvement over the Omertas' parade of rudeness. It really says some then the establishment trying to sell you *meat* is neck and neck with the one just as interested in turning you into meat. The Omertas sell ass, because they do not have the personality to stay open otherwise, and the WGS have manners in spades, just a few skeletons in the closet.
The Lucky 38 is a decent player home and a pretty nice companion house. Not as dandy as the Normandy, but nicer than the DAO campsite. It's very impersonal, so it fares much better as a companion hub than a home. As a casino? On a technical level, one of the worst, since it is not operational, though at least it is not actively trying to murder you.
The Sierra Madre, however, is trying to actively murder you. But it does have a functioning casino. Win some, lose some.
Ultra-Luxe is nice, but considering it's run by the White Glove Society I'd rather stay at the Tops.
Tops is fun and has all the games. The people at Gomorrah are pricks and the Ultra Luxe doesn't have slots. All the rest are a waste of time
The Atomic Wrangler is the only one I neither got lost or creeped out in, also the only one where no one tried to kill me or eat me. Idk if that makes it my favourite, but the cocktails aren't bad atleast.

I really didn't like Gomorrah's general style.
Ultra-Luxe is a pack of cannibals and weirdos wearing masks. The whole place seems kinda off-putting with how aloof everything is (though it is pretty, and I love Mr. New Vegas' slogan for it)
Lucky 38 is even more eerie with how empty it is.
Atomic Wrangler is fine, but kinda empty and dirty.
Never played Dead Money enough to get to the casino.
After FO3's entire intro is set in a pristine vault, and then has another main quest set in a mostly pristine vault, I've started to lose the charm with vault aesthetics. Plus Vault 21 is just too far out there.
That leaves The Tops I suppose. I like the style and the characters are pretty cool. That being said, I still almost never play any casino games anyways so I guess my opinion is moot.
The Tops and Lucky 38 cause they are essentially yours after you take out their leaders
