Definitely New California, followed closely by Appalachia.

Appalachia is the most beautiful, New California and the Capital Wasteland are best suited for Fallout.

For all of 76's obvious, obvious faults, the devs actually made quite a beautiful landscape with Appalachia. It's too bad that they also said in the Noclip that Appalachia's environment is doomed to "normalize" as time gets closer to the other games.
