Though the Throwing skill was removed from Fallout 3, this change was not made until partway through development of the game. The Throwing skill itself remains in the game's resources, but is not included in the skill menu and is not used by any weapons or items. One NPC class, EnclaveBigGuns, includes Throwing as a tagged skill.
The editor "slot" used by the Throwing skill (including its Form ID) was later repurposed for the Überleben skill in Fallout: New Vegas.
